Please try to use ordinary programmer to read data 93C46 and  save data 93C86 , and then operate according to the following steps.
 
1. Remove the ECU anti-theft box, weld the Storage IC-93C46 in Toyota programming corresponding position. Connect the USB cable to the computer, indicator light will light up in slow flash state. Press the switch power, the indicator light will start to flash in fast state. After 10 seconds the indicator light is off, it means the operation has been successful. Please put the Storage 93C46 back to the anti-theft box.
   
2. Remove the Intelligent anti-theft box, weld the Storage IC-93C86 in Toyota programming corresponding position. 3. Equip well anti-theft box, Intelligent anti-theft box in the car and then you can turn on the power directly, and press the ignition switch on the light meter, use CI-PROG 300 key programmer then you can increases new smart card directly. the instrument will prompt the operator, allowing you to use the original key close to ignition switch, you simply take one original key and close to ignition switch, the car will  make " Beep" one sound, one will be successful, and the second is the same. After smart key increases successfully, remember to first open the switches, so that steering lock ECU actions before they can press the remote device, generally increases with the original data modification smart card can directly start the car, and if steering ECU will move after playing motor vehicle vain, we must shorting OBDII 4 13 feet, synchronous 45 minutes you can start car.

Detail steps to manually write Toyota 68 Chip into immobilizer system
I got the issue that Toyota OBD system fails to communicate and can’t add a spare key or make new key when all key lost. Then I initialized the data and it needs synchronization, but when the vehicle can’t communicate well, it is not easy to synchronize. 
Finally, I got a way, which is to manually write the chip into immobilizer system, there are many ways to store Toyota 4D chip data, I share one way in the following parts, wish it helps. 
 
I take 4D-68 chip for example
 
Steps as follows:
 
Step 1: Open the Toyota data (the following picture shows Toyota RAV4 data),  find its key data location, the black area of the following picture is the two master keys’ location.

Step 2: Find out a Toyota 68 chip and use AD900 key programmer to read out the data as the following picture shows.
